MINUTES of the PARISH COUNCIL MEETING  held on Monday 5th  December 2016 6p.m. at the Gables  Sledmere

1.Apologies received from Councillors J.J.Sykes and J.Southwick

 

2. The Minutes of the previous Meeting 3rd October having been  circulated, were approved and signed by the Chairman.

 

3. Matters Arising

 i.  Eleanor Cross. Quote for paint analysis increased from £500 to £2,183. Grant decreased from 75% to 50%. So net of grant £1,073 (grant £1,000) VAT £436.60.This will leave remainder of Peter Pace’s estimate for preparatory work £4,280 with a 75% grant of £3,210. Clerk had returned amended Grant Contract accordingly to War Memorial Trust and instructed Peter Pace to proceed commissioning the paint analysis and with the rest of his preparatory work.

ii. E.mail reply plus photos circulated re road drainage clear of flooding at Well and Woodyard, and handed to Councillor E.Newton to pursue if still not satisfied.

 

4.Planning  Clerk had forwarded the e-mail approval tree felling the Villa to Councillors.

 

5.Accounts Estimated accounts for 1.4.16 – 31.3.17 and draft accounts for 1.4.17 – 31.3.18 were circulated and explained. On Councillor Treen’s suggestion the estimate for all remaining expenditure on Eleanor Cross was increased to £22,500 and the precept to £1,500. The accounts were then approved, said precept for 17/18 for £1,500 then approved and signed by Chairman and Clerk and cheques for £40 hire of Bar Room Village hall for 4 meetings at £10 per meeting for 2017, £137.50 insurance 1.1. – 31.12.17  £571.86 and ERYC Service Level 1 Agreement maintenance and electricity Parish Council street lights April 16 – March 17 £5711.86 VAT £114.37 total £686.23 were approved drawn and signed. Clerk handed cheque for hire of Village Hall to Councillor Robson together with a letter to Angela Burton booking the 4 meetings, and will e-mail Dave Williamson, Street Lighting ERYC requesting a lighter bulb in the street light outside the Village hall,

 

6. Clerk’s Business Clerk had displayed notices on most lampposts prohibiting Dog Fouling. He had displayed in the Parish Council Notice Board Notices re provision for winter warming (and placed booklets on the table for Councillors to take to any elderly parishioners who might be effected) and encouraging comments on primary care, e.g. closing lesser A & E clinics and concentrating on major hospitals, public consultation terminating 17th Jan. He gave the spare one to the Chairman who had attended a meeting as the average time at Alfred Bean A & E was 25 min compared to 3 hrs waiting time at Beverley on a Sunday, though he got the impression the Commissioning Board would proceed with their proposals irrespective of objections. Councillor Collinson’s experience of other services at Driffield, such as a waiting time of 3 weeks for a physiopherapy appointment, were unsatisfactory.

 

7. A.O.B  On Councillor Trees suggestion Clerk will write to Stephen Greenfield asking if he has any plans for replacing dangerous and old trees requiring felling, in particular at the Villa and the entrance to Cowpens, but more generally opposite Castlegate Green and the Avenue running up Driffield Road and the wooded car park. It is understood the norm is to replant 2 trees for every one felled, though possibly not individual Amenity trees, and Andrew Karavitch was making an excellent job landscaping the wood car park, but the Council was concerned Sledmere remained well wooded.

 The clerk circulatd the recycling wheels for each bin.
