Minutes of Parish Council Meeting held on Monday 15th May 2023

ACTIONS
The Chair welcomed our new Councillor John Stork to the Parish Council
- Minutes of Previous Meeting – The minutes of the previous meeting were read, approved and signed by the Chairman

3.Chairmans report – Nothing to report
4.Clerks Report:
Phone box – The Clerk reported that the maintenance to the phone box was
now critical and the Clerk suggested that volunteers were needed
to undertake the work and that there was a budget of £100 for the materials. The
Clerk agreed to contact the school again and look at the cost of replacing
the glass substituting Telephone for Sledmere.
Community Bus – the Clerk had been in touch with the Treasurer to establish
what the outcome of her approach to the Banking Ombudsman. She had
received an email from Mrs. Walker saying that she and Mr. Chris Owen had
been unable to tie up their diaries to complete the forms provided
by The Banking Ombudsman.
Planning – nothing to report
Road Repairs – The Clerk reported that she had forwarded a copy of a letter
received from ERYC Highways where they had reported that the only road due
for resurfacing in this financial year was Duggleby Road and would not be under
taking any additional work this year. Mrs. Jones-Stork reported that some patching
had been carried out on the Wetwang road.
Light outside pub – The Chair reported that the light had been removed by the
Councilfor repair The Clerk agreed to chase ERYC JD
Defibulator – An invoice had been received from the Estate for new defiibulator pads which had been authorised by the Chair, who reported that Lisa at the
the Estate Office had agreed to take over the supervision of maintenance and
complete the relevant paperwork and submit to the necessary authorities.
Trees – the Clerk reported that although she had written to the Estate Office who had responded it would appear that the only work undertaken to date was that done to the damaged tree. With harvesting taking place in the next few months
this work was now critical as the straw lorries would be going through the village
and there were already drains which are blocked.
Wetwang sign – Mrs. Jones Stork reported that the sign was now standing but only directing traffic to Driffield and York.
Dumping of Newspapers – the Clerk asked the committee if any further
newspapers had been dumped and Mr. Robson reported that he hadn’t visited
all the areas but would keep a look out.
- of Councillors – the Clerk reported that the forms for Mr. Stork had been taken to Beverley and an email received confirming their receipt, of Councillors covered in AGM meeting to follow Parish Council meeting.
5. Farmwatch the Clerk reported that she had that day forwarded Humberside Police Newsletter where there were several reports of hare course and machine
being stolen. Mr. Stork and Mrs. Jones Stork asked how this facility worked and
the Vice Chair explained how Farmwatch worked. Vice Chair Mr. Treen said that the
GPS systems were regularly stolen but unfortunately farmers were not listening and removing them from the cabs at night.
6. The Kings Coronation the Clerk reported that she had competed the necessary
forms for the grant available and £500 had been awarded and received in our
bank account. She reported that once again Mrs. Robson had assisted with the
additional details for the forms for which she thanked her. The bench had subsequently been ordered received and was now waiting for a base to be laid at the Sykes monument. This had been agreed with the Estate who would undertake the work.
The site of the bench had been the agreed with ERYC as it was part of the Wolds Rangers walk. The Chair reported that both he and Mr. Robson had dug the holes ready for the base to be concreted. The Clerk reported that once in place she would need to compete a report together with pictures which in turn would need to be submitted to ERYC. The Chair suggested that the tree planted for the Queens Jubilee had survived the winter. However, Mr. Robson had learned that a new tree had been
planted as the original tree had died.
7. The Chair reported that he had received a report from one of the residents
at the Lodge who suggested that when the Council comes to do the drains those
near the well were blocked. The Clerk reported that this was nothing to do
with the Council but the responsibility of the Estate. The chair suggested the
cattle in the field could be creating the problem. The resident suggested that once they had been cleared, they would benefit by having a fence around them to stop this problem reoccurring. The Clerk suggested that she would write to the Estate regarding this matter. JD
8. Accounts the Clerk reported on the accounts confirming that the precept had
been received. A discussion took place on the responsibility of the light over the pub and whether the repair would come under the agreement. Mr. Robson suggested that if the council had taken the light for repair surely it was down to the council to bear the cost The Clerk agreed contact ERYC for a copy of the Street Lighting Agreement. The Chair thanked the committee for the £150 for the grass cutting of the church. The committee thanked both Mr and Mrs. Robson for the work involved in picking up the litter and cleaning the road signs. The Clerk reported that
she was struggling to get a Parish Council accounts book. However, Mr. Treen suggested that he might have one CT
9. Any Other Business –
Mr. Robson raised the matter of Green Lanes which the committee had hoped to discuss with Cllr Michael Lee who had been unable to attend the meeting. Mr. Robson produced an article from the local paper which reported that the Green Lane at Sledmere would continue to be closed for the foreseeable future to enable further repairs to be carried out. The report stated that the local Council had spent over £30,000 undertaking repairs which was due to the misuse of the lanes in 2020/21 with additional repairs being carried out last year. It further reported that following an inspection of the lanes more work was required before the lanes could be reopened to the public. However, there were times when off-roaders who were determined to use this right of way had removed concrete bollards to gain access. The Green Lane opposite The Vicarage in Garton would be opened on a trial basis.
