2.The Minutes of the previous Annual Meeting 9.5.16. were read by the Clerk, approved and signed by the Chairman
3. Matters Arising Eleanor Cross
Clerk reported Peter Pace’s bill for £5,280 for preparatory work in accordance with his original quote had been received, Sheena Campbell of War Memorial Trust grant of £3,960 awaited whereon the Parish Council will pay the balance of £1,320 and VAT of £708 (which will be reclaimed May 18). Also the paint analysis bill of £2,183, Sheena paying a grant of £1,100, so the Council will pay the balance of £1,083 and VAT of £436.60 recoverable as above. The grant application for the actual work can then be concluded and submitted to Sheena.
4. Accounts for year 1.4.16 – 31.3.17, and draft accounts 1.4.17 – 31.3.18 were circulated. Clerk explained balance of £3,512.52 carried forward 31.3.17 because above Eleanor Cross payments still awaiting, shown in the draft accounts 17/18. Because the VAT of £1,142 cannot be recovered till May 18 an interest free loan will be required from Sledmere Estate of £4,000 (to be repaid from this and VAT of £3,800 to be similarly recovered) to fund £19,000 worth of repair work to the Eleanor Cross, though this had been estimated at £25,000. The balance to be funded by further grant, precept for 18/19, and any further contribution from Eleanor Cross Trustees, who had already given £500 of the £5,750, and further interest free loan from Sledmere Estate.
The precept of £1,500 for 17/18 results in the amount that band D will pay attributable to the Parish Council will be £18.77, a decrease of £34.63 (64.85%) compared to 16/17.
5. Chairman’s Report. This was given by Vice Chairman John Southwick. He reported on the completed resurfacing of Wetwang Road, including drainage of previous continuous bad flooding School House Dale bottom. Only Craig and Helen Scurry were first responders with the defibulator, so he asked any new volunteers to contact them.
Ample dog fouling litter bins were in place round the village, and the street lighting had been updated.
He thanked Derek Collinson, who had resigned as he had left the area, for setting up, and Councillor Colin Treen for taking over the now compulsory Parish Council Web Site, all grant funded to date as Colin was kindly giving his services gratis.
He briefly reported on the Council’s other activities throughout the year as the Clerk had already covered the Eleanor Cross etc.
6. A.O.B. Police speeding checks were discussed. The Clerk was instructed to repeat the request the widening of the footpath outside Castle Gate Green, surface repairs to the pavements by the phone box, Bridlington Road, passed the Chapel to Castle Gate Green and up Main Street, and the whole of Croome Road generally and verges and potholes particularly.
From the preceeding public meeting Village Meeting Heather Harrison had given the Chairman (also Chairman of the Village Hall Committee) the name and address of a lady willing to serve on the Village hall Committee. Mrs Cousins had appealed for new parish School Governors, anyone interested to ring her 07599966637. Colin Treen had kindly volunteered taking over cooking from the Chairman at the Car Boot. Volunteers for these organisations as well as the Church (please contact John Southwick) and the Waggoners Museum (please contact Martin Watts, for the car Boot contact Strephen Greenfield) very much needed.
