Minutes of Parish Council Meeting held on Monday 11th December 2023

- Minutes of Previous Meeting – The minutes of the previous meeting were read, approved and signed by the Chairman

- 3. Report
· Phone box – the Chair reported that the Estate has agreed to pay for the installation of Perspex panels to hold literature and events on the Estate. The Chair confirmed the phone box was now painted. Mr. Robson asked if anything had been heard of from the school, the Clerk confirmed that she had not heard anything.
· Wetwang finger post -the clerk continued to chase this
· Drains soakaways and gullies. The Clerk confirmed that she had received a letter from the Senior Maintenance Highways Engineer, a copy of which had been forwarded to the committee. It would appear that he disagreed with the engineer who visited the Estate and said that the gullies which are behind the Estate wall are the responsibility of ERYC and they would provide maintenance. He has asked if we had drawings showing the drainage and the Chair confirmed that he had seen some at the Estate but they were water drains. He confirmed that he would go to the office to see if any further drawings had been found which would shed light on their route in the village. A discussion took place regarding where the drains are located, however, it is hoped that drawings might be found which would assist the Council.
· Planning -an application had been submitted for a two-story extension at Canada House – there had been no objections.
· Community Bus – the Clerk had hoped that Cllrs Blakeston and Lee would be able to report on community bus. However, they were unfortunately not able to attend the meeting but she said she would contact them and the Chair said he would endeavour to speak to Mrs. Walker
- 4. Report: the Clerk reported that she had been on with ERYC regarding the
lights at Castlegate Green and the Rectory and it would appear that Northern
Power are responsible for the lights at Castlegate Green and they had been
there for two days but unfortunately still not able to repair the lights. ERYC had
been to The Vicarage but still not been able to rectify the fault. The clerk agreed
to contact them
- 5. Mr. Treen reported that Farmwatch continued to keep him posted. Mr.
Fenwick stated that the police had been out as vehicles had been stuck on
Green Lane. It would appear that a Discovery had managed to get round the
bollards and had got stuck. He explained that the Police said that they are not
able to leave the vehicle where it had got stuck and had to extract it. Mr, Fenwick
offered to assist with a forklift truck which the police declined as they had to first
attempt to remove the vehicle. It would appear that the Police were unable to
prosecute or take action against the drivers. The Police also pointed out that the
the signs are the wrong way around, i.e. time scale, and there should be two signs
indicating closure dates. The Clerk pointed out that the lanes were not closed
until further notice. The only green lane open was the one opposite Garton
Vicarage. Mr. Fenwick asked if this was the case why could the police not take
any action against the drivers who were breaking the law. The Clerk suggested that
maybe the police were not aware of the closures and agreed to contact the police.
7. Accounts: The Clerk reported on the difficulties she had been having with Barclays
Bank who had notified her that the Parish Council had the wrong bank account. She had attempted to contact them on several occasions and visited the branch in
Beverley who was no help at all. Eventually she managed to get someone at Head
Office and the matter had now been sorted out. This month the street lighting had
to be paid together with the Indemnity insurance and a new battery for the Defibulator. The forms for the precept have been received and after much discussion on the outgoings for 2024/25 it was decided that the new precept should be £3500 the same as last year. The Clerk agreed to submit the necessary paperwork which had to be in by 16th January 2024.
8. Any Other Business:
The Chair reported that both Mr and Mrs. Jones Stork had resigned from the Parish Council. A discussion took place on ways of recruiting new members to the Council and a few suggestions were put forward and the Council Members agreed to contact the relevant partiies.
The Clerk reported that she had received notification that Stamford Bridge would be closed in April 2024 for maintenance work to be undertaken. It would be closed for eight to ten weeks. Also scanning and foot bridge - work was due to take place in December. Work would be undertaken during normal working hours between 0800-1600. There will be a diversion set up. The Clerk said she would print details off for the notice boards
Mr. Robson asked about the parking at top row. The Clerk said she has spoken to the person in charge at ERYC and he would be investigating the matter. She agreed to chase him again.
The Chair thanked everyone for attending and wished them a Merry Christmas and closed the meeting
