Minutes of last MeetingThe Minutes of the Parish Council meeting 1stOctober having been circulated were approved and signed.
1.Matters arising Road signs at junction of Croome Road with Main Street had been repainted, the temporary sign and sand heap removed. There only remained the repainting of the Main Road centre line. The potholes Croome Road had been in filled, and road works including digging out of gripes Driffield Road was ongoing.
Clerk will e-mail Highways Engineer requesting pothole which has reappeared on recently resurfaced Wetwang Road on Keepers Hill Wetwang side of School House Dale be in filled, and the flags of the first three steps nearest the handrail on the steps up to the pavement along the Park Wall up from the Triton PH be re fixed as they were dangerously loose.
2.Clerk’s ReplacementMs Jennifer Douglas was introduced to those Councillors who did not already know her, and she was welcomed to the meeting and thanked for agreeing to replace Lord Swinton as Clerk on his retirement 31.3.2019. Lord Swinton was thanked for his stint as Clerk
3. Eleanor Cross Clerk read the recent e-mails. That of Frances Moreton WMT 13.11. with enclosures including a grant offer in principle, subject to contract, of up to £50,000 as 75% of the net cost. The Clerk had accepted this but e-mailed back to him, c.c ing Peter Pace and Stephen Greenfield, with draft accounts for 1.4.19 – 31.3.20 showing how the Parish Council could only afford to accept a grant of £40,000 to be match funded by the Parish Council with a balance of £2,500 carried forward from previous years in anticipation of this expenditure and £1,000 precept also to cover running annual expenditure, £5,250 the balance from the Eleanor Cross Honesty Box trustees and an interest free loan/grant of £17,500 from Sledmere Estate. This would fund a net total cost of £54,000, VAT £10,800. On recovery of the VAT May 2020 the Sledmere Estate would be repaid £10,000, leaving the remaining £7,500 as either repayable out of the annual precepts or as a grant. Mr Greenfield had said he was sympathetic to this, and Peter Pace had replied that he thought the costs of the general scaffolding, repointing, some lower stone work repair, repainting the shields and gilding of the apex cross would be covered by this, but not the further investigation of the bronze panels and other suggested work. He was still awaiting comments back from WMT on his proposed specification before he could go out to tender and calculate the detailed costing.
4.Accounts. Accounts 1.4.18 – 31.3.19 and draft accounts 1.4.19 – 31.3.20 were circulated, explained by the Clerk, and approved. Precept for £1,000 for the latter and cheques £60 for Clerk’s expenses 1.4.18 – 31.3.19 and £131.60 Zurich Insurance Public Liability Insurance 1.1. – 31.12.19 were approved, drawn and signed.
5.PlanningDetails of ERYC Local Plan Review Options consultation and meetings had been circulated to Councillors, placed in the Parish Council Notice Board and forwarded to the Estate Office, and the Clerk read his e-mail reply to ERYC of 6.11.
6. Clerk’s Business Clerk read his e-mail correspondence with ERYC Countryside Access Officer re Way marking of the Permissive Public Footpath through Sledmere Estate, resulting in renewal of the actual footpath way signs by Tony Corrigan of the Ramblers Association, any further signing was now up to Sledmere Estate.
7. A.O.B. Councillor Treen reported on the ongoing success of Farm watch. They had located the missing aircraft at Beverley and the elderly lady with dementia from the Burton Agnes Jazz Festival, as well as assisting the police in catching poachers resulting in numerous convictions and confiscation of vehicles. As the Parish Council representative he confirmed we got good value for our £20 contribution £10 for each of our receptions, the Estate Office during Office Hours and himself outside.
1.Date of Future Meetings 2019 at 6pm at the Village Hall Monday 4 March (Lord Swinton’s last as Clerk), Tues 7 May (Annual Parish and Annual Parish Council),Mondays July 1st, Oct 7 and Dec 2. The charge for the Village Hall was now £12 a meeting so if all 5 this would total £60
