Minutes of Parish Council Meeting held on Thursday 13th

February at Triton Cottage

1. Minutes of Previous Meeting: The Minutes of the previous meeting were approved and

signed by the Chair

2. Matters Arising: Covered in Chairmans report

3. Chairmans Report:

Phone Box – Nothing to report still awaiting removal of backplate.

Potholes – The Clerk reported that she had received reports from ERYC regarding the

Potholes which had been reported in both Croome Road and Wetwang, several photos were

forwarded to the Council as evidence of the extent of the damage. However, the Council

reported that the work in Croome Road had been carried out although a number of councillors

reported that both roads were now considerably worse than before with the road at Keepers Hill

breaking away on both sides with a 9” drop. A discussion took place and Cllr Lee agreed to

investigate. The Clerk agreed to forward copies of emails from ERYC together with the photos

sent to the Council to Cllr. Lee

Street Lighting – the Chair asked if the light at the corner of Top Row/Main Street had been

repaired. The Clerk reported that she had checked on the way to the meeting and it was now

working. However, she had received a report from the Estate Office that the light outside the

Butchers Shop was not working and this had been reported to ERYC

Community Bus – The Clerk reported that she had not heard anything regarding the bank

account. However, Cllr Lee confirmed that the money had already been dispersed and

following a recent meeting he was able to confirm that the head teacher at Garton had confirmed

that they were looking at long term projects rather than school trips. Cllr Lee was thanked for all

his hard work with this.

Planning: Nothing to report.

Parking Restriction – A discussion took place on this having now received documentation

from ERYC. The Clerk asked if a copy of the documents could be put into the notice board

so that the residents would be able to view and make any comments. There was a general query

as to who would be enforcing these restrictions as the restrictions were now mandatory and not

advisory. The Clerk agreed to contact the Council regarding the 10-metre restriction and enquire

as to if it can be extended.

Speed Indicator Devices – The Clerk reported that she had been in touch with Humbersidepolice regarding the devices and it was confirmed that only one device would be allowed

under the grant. She had also been in touch with the Estate regarding all the restrictions and

it was agreed that the Parish Council would not be applying for this grand at this time.

Accounts: The Clerk reported that the Precept form had been submitted and accepted in the sum

of £3,500 and payment was due into our account by 29th April 2025.

The only bill to be paid this month was expenses for the Clerk who was retiring which amounted

to approximately £200 as she had not submitted an account for a number of years.

Rubbish Bin – The Clerk reported that she had spoken to the Council regarding the bin

on Bridlington Road. She asked the Council if the Parish Council were to purchase a bin would

they be prepared to empty it. The Council responded that if we purchased a bin to the Council’s

specification and it was properly installed they would adopt, empty and maintain the unit

The Council agreed that a meeting to agree the position would be held. However, when the

Clerk chased this up with ERYC she received an email informing the Parish Council that they

would no longer be able to offer this service even if we purchased and installed the bin. Cllr. Lee

asked for details of these emails which the Clerk forwarded and he agreed to pursue this to see

what the issue was particularly as other public refuse bins were emptied in the village were

emptied.

A query was raised regarding the footpath outside 9 Croome Road which the tenant appears to

have extended. It would appear that the footpath having been extended blocked the

entrance into the coppice. A concern was also raised as it was felt that someone might fall as the

pathway was now uneven. Cllr Lee suggested that as it was a public footpath the tenant should

not have undertaken this work and that Mr. Thompson at Planning Enforcement should be

notified

Mr. Brignall apologised but had to leave the meeting early.

Farmwatch Mr. Tween reported that this still continued to provide a good service as people

continued to be caught and prosecuted.

Councillors: It was suggested that Mr. Hall would be invited to join at the AGM. The Clerk

reported that she had taken the forms completed by Mr. Brignall to County Hall in Beverley

and acknowledgement had been received. Ms Fairclough offered her resignation as a councillor

at the end of March and will be writing to the Chair as she will be taking up as Clerk on 1st

April 2025

Any Other Business: Avian Flu discussed. VE grant offered but the committee felt that the

Village would not be doing anything. However, the Chair felt that a flag might be nice to fly

Cllr. Lee reported that there was a “Do it for East Yorkshire” a funding imitative which had been

put in place last year which was for parishes to use for projects either cultural or educational. An

application can be made which is a simple process the next applications can be made in the next

financial year i.e. after April 2025

He also mentioned the Parish Open Door, which the Clerk reported that she had forwarded

details to the committee. It provided a single point of contact where any enquiry was farmed

out to the appropriate department to be dealt with.

He also mentioned the combined authority election which is happening at the moment, the

Mayoral election which will take place on 1st May 2024 which hopefully will bring further

investment into the area
