Minutes of Parish Council Meeting held on Monday 13th 2024

at Village Hall

ACTIONS

 

 

  1. Minutes of Previous Meeting – The minutes of the previous meeting were read, approved and signed by the Chairman

· Phone box – the Chair reported that he had still not been able to remove the steel plate. Mr. Robson asked if the Perspex shelves could be attached to the steel plate, the Chair reported that this would be difficult as the steel plate was bent.

· Wetwang finger post -the clerk reported she had chased ERYC and received an email confirming that the finger post should be erected shortly.

· Keepers Hill, Wetwang – the road had a number of potholes one of which was very large. The clerk had reported these to the Council using the site “report potholes”. She then received a number of incidents from the farm manager James Fenwick, who then took several photographs of the damaged vehicles in question which had been forwarded to the council. They confirmed in an email that the potholes had now been repaired. The Clerk stated that in future if photos could be taken of damaged roads, she would forward them to the council as this appeared to get a quicker reaction. Ms. Fairclough reported that Croome Road, particularly by the cottages was extremely damaged. The Clerk confirmed that she would report these to the Council.

· The clerk confirmed that Stamford Bridge was closed as from 20th May. Mr. Treen also reported that work on the 1079 was also being undertaken at the same time

· Drains soakaways and gullies. The Clerk reported that she had forwarded the plans of the drains and gullies to ERYC but had heard nothing further back. The Chair reported that the gully in the gardens was leaking. He stated that the position of this gully was behind the Estate wall opposite The Villa on the main road. The Clerk agreed to report this to ERYC.

· Planning – nothing to report

 

4. Community Bus – The Chair asked Cllr Lee to report on the progress made with

The Halifax Bank. Cllr Lee reported that Halifax bank had acknowledged that the

money had been located and was there and it just requires Mrs. Walker to

nominate an account for a draft to be drawn up. As he understood it, there was

an account called Community Bus and the money could be paid straight into that.

If however, it was a case of putting the monies into another account, say Parish

Council account it would require Mrs. Walker to go into Halifax with a letter

confirming this. Cllr Lee confirmed that he had recently met Chris Owen who had

been in touch with Mrs. Walker but he was not sure if she had actioned this

matter. The Clerk stated that whatever action was taken all three schools must be

part of any agreement. She also said that she had not been able to ascertain if the

monies obtained from the other bank had gone directly into Sledmere or divided

up between all three schools. Cllr Lee said that if required he was more than

happy to contact Mrs. Walker. Cllr Lee suggested that we set up a committee with

either the head or nominated person by the head of the three schools with

possibly Mrs. Walker. The Chair and committee thanked Cllr Lee for all

his hard work on sorting out this matter.

6. Farmwatch Mr. Treen reported that he had not received any reports recently and it

would appear that this could be due to the account not being paid. The Clerk

reported that this had been set up as a standing order and for some reason had not

gone through however, this matter had now been rectified. Mr. Treen reported

that sat-navs were vanishing most weeks so there was obviously a market for

them. Cllr Lee reported that the Police and Crime Commissioner was very keen on

rural crime force which was beginning to work very well. Mr. Treen also reported

that there was a new sign at the Sykes monument which now said “no entry

except for access”. Cllr Lee said this was for a limited period i.e. 12-18 months to

recover.

 

7. Accounts: The Clerk reported that the Precept had been received. The defibrillator required new pads and Lisa from the Estate Office was happy to order them and we will reimburse the Estate. The Clerk pointed out that there was an amount of £40 for Farmwatch which took into account the underpayment from last year. The Street Lighting Agreement from ERYC was the same as the previous year as was the indemnity insurance as we had committed to stay with the same company for four years and they agreed to keep the premium the same for that period. The Chair approved and signed the accounts. The Clerk asked if the committee would purchase an external hard drive to purely keep Sledmere paperwork on as her own computer was loaded with several thousand documents relating to the Parish Council. Mr. Treen thought he might have one at home. Draft accounts were also shown for the year 2024-2025.

8. Appointment of Councillors – the Chair that he was pleased to report to the committee that Ms. Sara Fairclough had agreed to be member of the committee and the committee welcomed her.

 

9. Any Other Business:

The Clerk was pleased to report that we had applied for and received a picture of the King which would be hung in the Village Hall.

Details of a cycle race at the end of May was due to pass through the village and details would be put up in the notice boards. The Clerk reported that this race was open to all cyclists.

ERYC had opened up a grant for up to £500 towards celebrations for D-Day in June. A discussion took place as to what might be appropriate, and it was decided that the Chair would look to see what might be available online i.e. flags and bunting. The Clerk agreed to contact the Estate to see if they had any plans. Ms. Fairclough suggested maybe an exhibition. The Chair explained that finding somewhere to hold an exhibition could be a problem.

Village Walkabout is being held on 23rd July at 0930 if anyone wanted to attend
